A. Eibach, has unclutter improved at all on the reasons it was removed from the default install before (described in my 2010-06-17 comment)?
I suspect that an external utility will always be too slow, Ubuntu has so many toolkits that trying to fix it there will always be a game of whack-a-mole, and X maintainers will balk at anything that smells like "policy". So it may be that the only reliable way to fix this is in Mir or Wayland.
