[feature request] allow dialog-independent "open" shell action

Bug Description

I think there should be an "open" (and possibly "delete") item on the context menu for files in an Open or Save dialog. This is a feature I use quite often in Windows, actually and it's helpful to have a mini-filemanager anywhere you go so you can check, or delete old files as you do other tasks.

Thanks for the bug report. This particular bug has already been reported, but feel free to report any other bugs you find. What would the "open" be useful for, you can already double click on the item. The delete action request is a duplicate of bug #144276

Sorry for the dupe.

The point of the "open" function is to be able to load another file from the file chooser dialog. "Open" would not be simply selecting the file in the chooser, rather it would be executing the application associated with the file and opening it externally.
