Open file dialog network navigation doesn't work

Bug Description

From an open file dialog I can open "browse network" from the list and see computers on my network. However, trying to open a network share doesn't work: there's a message about the file not being a directory.

Expected: Either the network shares are listed and can be opened from the file dialog, or the browse network option shouldn't be shown.

Both gtk2 and gtk3 applications seem to be affected. I'm not sure which component the bug might be due to.
