Need to patch gst-element-check-0.8.m4 to check for gst-inspect-0.8

Bug Description

The current gst-element-check-0.8.m4 checks for gst-inspect and not
gst-inspect-0.8 which is what gets installed. I'm attaching a patch to correct
that in the source.
