The ubuntu precise(12.04) version of the gstreamer0.10-plugins-good (0.10.31-1ubuntu1) package has a version of the shout2send element that is compiled with webm support disabled.
The webm support in that element is autodetected at compilation time: it is enabled if the plugin is built against a version of libshout ≥ 2.3.1

Since precise already ships libshout 2.3.1 (libshout3_2.3.1-1ubuntu2), solving this issue should simply require a rebuild of the gstreamer0.10-plugins-good package.
(You can check by doing 'gst-inspect shout2send', which currently gives the following output:)
