Please removed flite from gst-plugins-bad1.0 build-deps (debian/control and other packaging files) and create a separate package gstreamer1.0-flite - libflite1 takes too much space on user filesystem (~20MB) and no software in Ubuntu uses gstreamer-flite (libgstflite.so)
I've patched previous version (0.10) of gst-plugins-bad - removed flite from debian/control and other packaging files, see this patch:

Please remove flite plugin from gstreamer1.0-plugins-bad binary package (change debian/control, debian/gstreamer-plugins-bad.install, etc) and create separate binary package gstreamer1.0-plugin-flite - currently gstreamer1.0-plugins-bad binary package depends on libflite1, which takes too much space on user filesystem (~20MB) and no software in Ubuntu uses gstreamer-flite (libgstflite.so).
If you think, that very important to have gstreamer-flite plugin (libgstflite.so) when user installs gstreamer1.0-plugins-bad binary package then simply add gstreamer1.0-plugin-flite to Recommends field of gstreamer1.0-plugins-bad binary package.
I've did a "dirty" hack 2 years ago - patched previous version (0.10) of gst-plugins-bad (removed flite from debian/control and other packaging files), see this patch:
