running 'gst-inspect-1.0 avdec_h264' fails to find the plugin

Bug Description
In general, running:
> gst-inspect-1.0 /usr/lib/
fails with this message:
(gst-inspect-
Could not load plugin file: Opening module failed: libpgm-5.1.so.0: cannot open shared object file: No such file or directory
Trying to install libpgm-5.1-0 failed:
> sudo apt-get install libpgm-5.1-0
[sudo] password for benjamin:
Reading package lists... Done
Building dependency tree
Reading state information... Done
Package libpgm-5.1-0 is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source
E: Package 'libpgm-5.1-0' has no installation candidate
So I did the ugly thing:
sudo ln -s /usr/lib/
rm ~/.cache/
and now 'gst-inspect-1.0 avdec_h264' works
