Greenbone GVM does not install properly due to GSA failure

When installing the `gvm` package on a fully installed and updated Ubuntu 23.04 instance, the GSA package does not install properly. Also, the GVM packages are out of date.

The output of `gvm-check-setup` returns:

Step 7: Checking if GVM services are up and running ...

        Waiting for gsad service
        ERROR: gsad service did not start.
        Please check journalctl -xe and /var/log/gvm/gsad.log

This is the repeated error in the `/var/log/gvm/gsad.log` log file:

To add to this, I know that the Kali Linux native install packages for GVM have recently been updated to use the latest GVM packages available on GitHub. Perhaps installer for Kali Linux can provide an easy fix for this bug.
