Generate a kernel entry in SB even if there is no .efi.signed kernel

Bug Description

In 10_linux_zfs we consider invalid the cases where:
1. there is a efi.signed kernel and we are not booting in SB
2. there is no efi.signed kernel and we are booting in SB

Case 2 is valid and must not be skipped.

The tests must be updated accordingly.

This bug was fixed in the package grub2 - 2.04-1ubuntu11

grub2 (2.04-1ubuntu11) eoan; urgency=medium

  * Load all kernels (even those without .efi.signed) for secure boot mode
    as those are signed kernels on ubuntu, loaded by the shim. (LP: #1847581)
