grub.cfg is not updated

Bug Description

It seems grub.cfg isn't always updated. I just upgraded this machine, and even though it had recent kernels installed, the grub.cfg hadn't been updated for a year. Also, removing kernels show this error, apt-get remove --purge linux-image-2.6.32-25-server rendered my system onbootable, because grub.cfg was not updated. Running grub-mkconfig -o /boot/grub/grub.cfg fixes the problem, but this really should be fixed. Flagging this a security issue, since new kernels may be installed, but not used. This may be related to #447696

I see this on a number of machines, all running Lucid. I haven't tried to upgrade any of these to post-lucid versions.

All the machines I have that show this are installed with Lucid from scratch. There is no upgrade involved.
