Chinese install from Ubuntu 10.10 desktop CD doesn't have a translated grub menu

Bug Description
Binary package hint: grub2
Ubuntu 10.10 gold.
In the desktop installer, choosing simplified chinese causes the language pack files to be copied into /boot/grub/locale but the language is mis-set in grub.cfg.
The language package is called "zh_CN.mo" but the language set in grub.cfg is "zh". This causes the menus to be in english.

I've committed an improved patch upstream which doesn't regress languages which only ship ll.mo. It will be in the next snapshot.
