upgrade halts at reportedly modified configuration file

Bug Description
Binary package hint: grub2
During an series of package upgrades this morning I was greeted with the following dialog:
"What do you want to do about modified configuration file grub?"
Selecting:
"show the differences between the versions"
resulted in a window displaying:
"There are no non-white space differences in the files."
If this is the case, then the new maintainer's version should be automatically installed.
