any upgrade of grub-common and/or grub-pc crashes my computer

I was a first time installer on a windows PC using wubi installer and using ubuntu for several months.
Everything worked fine and I have a saved image file for 9.10 ubuntu with the wubi.exe file on windows.
I copy wubi.exe and the appropriate .iso image in a windows file and run wubi to install.
when ubuntu powers up, I need to make sure to unplug the internet connection to prevent
automatic updates. Once it boots up, I can use update manager, do a check, then load all
updates, except for grub-common and grub-pc. Everything works great. If I try at all to
ugrade either of these files, then I need to scrub everything and completely start over.
I cannot upgrade to 10.04 I believe because the grub-pc an grub-common files are automatically
upgraded in the iso image for 10.04 and I cannot deselect it.
The Update manager insists it is a security update for these two items.
If running 9.10 and get errors, it happens in the bash prompt while rebooting.
If I ran a clean version of wubi with 10.04 or use 9.10 update manager, then ubuntu environment
powers up then locks up and I need to goto windows and uninstall ubuntu and start over with 9.10
running wubi and when computer reboots, then unplug ethernet port to prevent system from automatic
updates.
