Linux.mod file not getting detected with grub-rescue

Bug Description

it is really panicking when ever i used grub2 it has failed several times and finally i need to revert to grub-legacy. And it boots and takes to grub-rescue > then it does not detect the linux.mod file where as it is very much there so we can not install or rescue grub. Can anybody take up the issue or bug can be reported? I am using ubuntu 10.04, Kubuntu 10.04 ubuntu 9.10 Windows 7 Windows XP and windows 98....after installing grub-pc none of the windows OS is getting booted.. it will show GRUB and cursor keeps blinking where as this is not the problem with grub legacy.

since it is not as simple as grub-legacy where in as soon as stage1 is found then recovery of OS is straight forward but in grub2 I dont remember exactly I think 3-4 times I had to install the Lucid OS because of grub-pc failing to boot the windows, then revert to grub legacy recover my Lucid and then recover MBR and update grub then after build update grub-pc reinstalls and cycle repeats for me.
Please check why it is not able to detect the linux.mod file where as i can see it is there even it has size so we can not say that it was blank..Any suggestions are welcome...

This release of Ubuntu is no longer receiving maintenance updates. If this is still an issue on a maintained version of Ubuntu please let us know.
