Binary package hint: grub2
This bug is one of the most annoying I've ever run into. There is a work around that I found on Ubuntu. However obviously nothing has been done to fix this problem; so I'm reporting it today so it can be fixed soon :)
This bug is ALWAYS repeatable. If you want to confirm it install Windows 7 (Vista will work) update grub and reboot. Windows will try to start and it'll fail.

ALSO:
It IS possible to completely remove grub via Synaptic. Reinstall grub add that entry to 40_custom. Update-grub. Then reboot and choose the custom boot menu and Windows 7 will reboot fine. However it booting up fine only occurs one time.
