Assuming that you haven't worked around this somehow, could you please run:

  sudo DEBCONF_DEBUG=developer /var/lib/dpkg/info/grub-pc.postinst configure 1.97~beta2-2ubuntu1

... and post the output to this bug? (You need to type this exactly; copy and paste if necessary.)

I clicked "Yes, this is the bug I'm trying to report" but it didn't seem to do anything. For me the problem was a bootable partition on my usb drive. In this case osx86. I only had it in to pull files off the drive, didn't really want it to make a boot option. After unplugging the drive, grub-pc installed just fine.
