I'm wondering if the signing package is looking for a distro on a second hard disk (this disk in fact not having an operating system--though it did at one time).

The error in the logs is:

mount: /var/lib/grub/esp: wrong fs type, bad option, bad superblock on /dev/sdb1, missing codepage or helper program, or other error.
dpkg: error processing package grub-efi-amd64-signed (--configure):
 installed grub-efi-amd64-signed package post-installation script subprocess returned error exit status 32

This does indeed look like grub is trying to find an ESP on a disk other than the one Ubuntu is installed to. Could you show the output of 'sudo fdisk -l /dev/sdb' for a start?
