Bug Description
It was so annoying. Computer wanted to install some updates, I agreed, computer wanted restart I again agreed. After reboot computer was not able to boot. I spend almost two hours fix the computer and be able return to work. Following instruction on this post fix the problem https:/

I see no evidence of you trying to perform a release-upgrade (ie. bump yourself to a later release of Ubuntu) which is the purpose of the ubuntu- release- upgrader package. Thus the package change. If I'm wrong, please correct me via comment.
When you filed the bug it tried to grab information about your upgrade from 18.04 to a later release, and not about your grub.
Please execute the following command only once, as it will automatically gather debugging information better suited to your I believe 'grub' issue, in a terminal:
apport-collect 1861531
