Ubuntu 19.04 breaks grub keyboard input on XPS 15

Bug Description

After upgrading to ubuntu 19.04 (pre-beta) grub ignores input from keyboard. Neither the onboard usb keyboard nor external logitech usb wireless keyboard works.

fyi - usb legacy mode is enabled in bios (Dell XPS 15 bios v1.8.1) and I'm booting in non-secure mode.

I can get the usb keyboard working if I force GRUB_PRELOAD_MODULES="usb usb_keyboard ehci ohci uhci" but then it is unable to find my nvme disk.

Something has changed in grub behaviour between 18.10 and 19.04, at least on a Dell XPS 15 laptop.

In Ubuntu 18.10, with the default GRUB_TIMEOUT=0, it used to be possible to enter the grub menu by pressing shift or escape during boot.

In 19.04 I've found that I need to set eg. GRUB_TIMEOUT=3 else I can't enter the grub navigation menu, even when pressing shift or escape key during boot. Perhaps this is expected behavour of the new version grub. Either way I think this issue can be closed.
