Bug Description
When using uvtool to boot cloud images in a local VM, grub-reboot no longer works for booting to a non-default entry. After the reboot grub will boot to the specified entry without an initrd, but this fails and reboots immediately because the virtio-blk driver is not built into the kernel. Then grub successfully tries to boot with an initrd, but it uses the default entry rather than the entry I specified.
