Bug Description
I upgraded my 18.04 bionic to 18.10. It's been a dual boot Inspiron box for a while. Latest win/dos bios installed. I'm a dell partner and they don't support the version and won't. But, I spoke to the engineers there and they have seen this same issue.
Grub just doesn't load. bios have both loaders listed. Usually, a little trick after re-installing windows or Ubuntu is to change the boot order o/s in cmos. Save and reboot. Then change o/s boot back to normal or grub/ubuntu first, then save and reboot and all is well.
Not today. Before I make a project of this, checking to see what's happening with 18.10 if anything at all,

Btw, this is Windows 10 64 bit build 1803
Ubuntu 18.04 lts 64 upgraded, not fresh install, to ubuntu 18.10 lts
This is a secure boot
I have never failed with this tool. I am trying now and let you know
