kernel 4.0.13-32-generic does not boot after initramfs

Bug Description

I do not know where to file hardware related kernel bugs, so I did choose grub2 package.

after update to ubuntu 17.10 the latest kernel mentioned above will not default boot. the old distribution kernel 4.10 is fine and recovery kernel does perform, too.

I have disk encryption and the affected kernel does not go further than initramfs, i. e. there is not decryption password screen. in 4.10 there is graphical decryption screen and in recovery kernel there is CLI decryption prompt.

I want to boot current 4.13 kernel with all security features!

I have new installation of bionic with newer kernel and is booting error
free. I cannot access old kernel on sata SSD anymore.
