PXE boot doesn't read next-server from proxy dhcp

Bug Description

When PXE booting grub2 with a proxy DHCP server, the next-server is never read from the proxy dhcp server. It is only read from the normal dhcp server, therefore net_default_server does not get set and makes grub2 unusable with a proxy dhcp server.

This also affects our deployment, because we cant use separate dhcp and tftp servers.
