It would appear that the script /etc/init.d/grub-common is looking for /lib/init/vars.sh which does not exist.

Ubuntu 'Xenial Xerus' is in extended security maintenance now, and as this bug does not identify a security issue, i'll be closing it.

If anyone is still experiencing this issue on modern Ubuntu releases, please comment and/or open a new bug.
