Your bug report claims this is a problem on an installed system; but /cow is a path for a live system, not an installed system.

The screenshot is from Ubiquity when I installed Ubuntu GNOME on vmware and GRUB fails to install.

I tried to install GRUB in terminal with live iso and then I got this /cow error.

Please attach /var/log/syslog after getting the error shown in the image.

I think the problem is fixed, because I tested a newer daily iso and no error.
