Minimal utopic/14.10 install boots to blank console

Bug Description

A fresh, up-to-date, minimal (no GUI) install of Ubuntu Utopic (14.10) results in a blank (completely black) console.

No kernel messages flash on the screen, no text-mode start-up screen (with the "Ubuntu" text in the middle of the screen) appears, nothing---just black.

The console is actually switched to tty7, as if the X server were about to start. But because there is no GUI, the console should be switched to tty1. (Pressing Alt-F1 or Ctrl-Alt-Right achieves this manually.)

This is a regression from Trusty (14.04), which had the correct behavior.

This was tested on a VirtualBox amd64 install. The /etc/default/grub file has not been touched.

At first blush, this appears to be a recurrence of bug 761830.

It seems more likely that this is an issue with plymouth not quite doing everything right.

If you reboot, go in the grub menu and add 'plymouth.debug' to the end of the kernel line, you should then get logs in /var/log/plymouth-debug.log. It would be helpful if you could attach that to the bug report as well.
