I have encountered this problem in both Gutsy and Hardy. Since Gutsy, the command "savedefault" is not appended to the various boot options, yet this is required for the option "default saved" to work as it reads the last saved default (well doh).

To do this automatically, edit /boot/grub/menu.lst as root e.g. by running
sudo nano /boot/grub/menu.lst

First, make sure "default saved" is set. Now, edit the line in the default options from "# savedefault = false" to "savedefault = true" and save the changes

The grub menu can now be automatically updated to include the "savedefault" where appropriate by running
sudo update-grub

Finally, verify that the command "savedefault" has been appended to the normal boot options and that "savedefault = true" has been commented out
