grub fails to install on thinkpad x1 extreme

Bug Description

tried different scenarios:
1 erase all disk
2 manually partition the disk with ubuntu solely, 3 partitions, 1 is EFI boot, 1 is linux root, the other is swap
3 alongside with windows

tried with ubuntu and ubuntu-mate beta release
