grub2 pckg won't install. Tried both Mint and Ubuntu. Tried fresh installs on both

Bug Description

Have tried to install both Mint 19.1 and Ubuntu 18 as fresh installs. When it gets to installing grub2 pkg it fails on both. Tried fresh installs (1st option). Nothing fancy.
