Grub Install Fails

Bug Description
Upon installation to a clean disk which was wiped during setup I get the error message "Executing '/grub-install /dev/sda' failed." I have tried wiping the drive and deleting all partitions via a Windows installer, wiping the drive from the Advanced Disk Utilities in the Ubuntu installer and all items from the re-install menu within the installer. I still get this error. I am not trying to dual-boot the system. I am just trying to install Ubuntu 18.10.
