Grub failed to install. I've tried twice to fix the issue, although I don't know why its happening.

Bug Description

All it said was "grub-efi-amd64-signed-64" failed to install into /target/. Without the grub, the system will not boot.
All I did was upgrade from 16.04 LTS to 18.04. I was going to reinstall because Python was giving me problems.
Because of this, I am unable to boot into Windows too.
Please help me fix this issue.
