Installer fails to install bootloader.

Bug Description
Installing ubuntu to sde, it gets the whole drive. Bootloader target was a M.2 SSD (PCI-E one, not a SATA one). Secure boot was enabled, and I chose the option to disable it to allow proprietary NVIDIA drivers.
Fedora 26 with same partitioning had no problems, aside from I was given no option about the bootloader target so I don't know if that was the same. However I have to assume it was, since my BIOS boot order specifies the M.2 SSD first, and Fedora's GRUB was indeed what booted first.
