while installing the OS everything goes fine until it hits grub2, then it crashes. it says it cannot find target.

Your installation medium contains a mix of trusty, xenian, and kali-rolling. You need to wipe the usb stick before reusing it to install another distro or release.

I used a fresh xubuntu 18.04 installation image on a wiped usb stick and still got the same error.
