Ubuntu EFI problem with installing alongside windows 8.1. Grub not installing and installation failing

Bug Description

This is an issue that has persisted using Ubuntu 12.04, 14.04, and 15.04, trying to install each version both directly alongside Windows 8.1 and later in partitions that I created for home, root, and swap. This particular bug report refers to installing 15.04 alongside Windows 8.1 on a Dell Inspiron 15.
I expected Ubuntu to install; it did not.
