Crash/Core dump when using "grib_ls" from grib-api-tools

Bug Description

Ubuntu version: Bionic
Package version: 1.25.0-1

`grib_ls` command from `libgrib-api-tools` crashes when trying to read a grib file.

Below is the command output:

```
$ grib_ls -w level=50 -l 46.675,0.125,1 ARPEGE_0.1_HP1_00H12H_201901031200.grib2 ARPEGE_0.1_HP1_00H12H_201901031200.grib2
GRIB_API ERROR : Unable to find boot.def. Context path=/usr/share/grib_api/definitions
/build/grib-api-1sq9AA/grib-api-1.25.0/src/grib_context.c at line 216: assertion failure Assert(0)
Aborted (core dumped)
```

Tried with many distinct files from MeteoFrance available here:
<https://donneespubliques.meteofrance.fr/?fond=produit&id_produit=130&id_rubrique=51>

This tool, with the same files, works well on a Debian distribution (Debian GNU/Linux 9.6 (stretch), package version: 1.19.0-1).

The bug seems very similar to this one:

But according to original Debian maintenair's answer, should have been fixed in 1.24.0-3 (in Debian repositories)

I just figured out this tool is also provided by libeccodes-tools. Works well with this one.
