libgvc5 segfaults on installation on armel

Bug Description

libgvc5 2.26.3-5ubuntu3 does not install in an armel cowbuilder oneiric chroot:
cowbuilder-dist oneiric armel create
cowbuilder-dist oneiric armel login
apt-get install libgvc5
...
Setting up libgvc5 (2.26.3-5ubuntu3) ...
Error: /usr/lib/graphviz/config6 is zero sized, or other read error.
qemu: uncaught target signal 11 (Segmentation fault) - core dumped
Segmentation fault
dpkg: error processing libgvc5 (--configure):
 subprocess installed post-installation script returned error exit status 139

Does this still happen with graphviz-2.28 ?

I don't know what an "armel cowbuilder oneiric" is, but I'm bothered by the chroot.

During installation, and with installation privileges, "dot -c" is run to record the available plugins in /usr/lib/graphviz/config6. This same config6 file needs to be readable at runtime by any user, and should never be empty since there are some plugins in the basic package.

its probably an issue related to my chroot/emulation.
the installation of graphviz worked on the recent matplotlib build
