cgps timout with NAVILOCK NL-402U (no fix)

Bug Description

The gpsd starts at boot and gpsd output shows that the device is
working. (see output below)

The problem is, as long as the device doesn't have a fix, cgps gets a
timeout.

<user>@<machine> ~ % cgps
cgps: GPS timeout

When the device has a fix cgps (and other software) show data and
recognize the device.

Actually this is not a bug, but expected behavior. cgps times out when the device sends no valid data.

So this bug can be closed or whatever, because it won't 'fix'.
