It's not. Only if gossip-telepathy (we have a separate source package for that) is removed from the archive. It's ok to do that. We'll replace it by empathy.

gossip-telepathy should be removed.
gossip package should depend on libtelepathy to enable telepathy support and should depend on some CM like gabble.

I'm not sure empathy will be ready to replace gossip in time for gutsy, it depends on contributions I get from the GNOME community.
