Bug Description

On attempting to install golang-1.18, I get the following error message:

Unpacking golang-1.18-src (1.18.1-1ubuntu1.1) ...
dpkg: error processing archive /var/cache/apt/archives/golang-1.18-src_1.18.1-1ubuntu1.1_all.deb (--unpack):
 unable to open '/usr/share/go-1.18/src/archive/tar/testdata/hdr-only.tar.dpkg-new': No such file or directory

Manual inspection of the .deb indicates that '/usr/share/go-1.18/src/archive/tar/testdata/hdr-only.tar.dpkg-new' (and a number of other files in '/usr/share/go-1.18/src/archive/tar/testdata') is present in md5sums, but not in the data.

I get the same error on Ubuntu Jammy 22.02. And in any golang-src package I tried (1.13, 1.17, 1.18 and 1.21)

This is something of a show stopper since I wanted to upgrade from focal to jammy for an go application server. Now I can't meaning I will have to revert to the last vm image with running focal

Interesting enough on another host the upgrade from focals version 1.13 to jammys 1.18 (via the golang metapackage) worked without issues. Don't know why though
