Marking verification done for versions 1.13.8-1ubuntu1~16.04.2 and 1.13.8-1ubuntu1~18.04.2

Steps were the same as previously:

1. Added proposed universe
2. Installed golang-1.13
3. Verified version output from test case
4. Git cloned google guest-agent (https://github.com/GoogleCloudPlatform/guest-agent)
5. Built package successfully
