ubuntu-device-flash should use http to retrieve the actual files

Per the system-image spec, clients are supposed to use https to retrieve the index files but then use http to retrieve the actual files, checking the gpg signature and checksums against what's been retrieved over https.

This is done in order to decrease the load on the public server and to allow for local proxies to do their job.
