[FFe] standing freeze exception in trusty for Ubuntu Touch tools packages

Bug Description
Dear Release Team,
I would like to request a blanket FFe wrt Ubuntu Touch tooling, for those packages that are part of Ubuntu Touch development and testing but not part of Ubuntu Desktop.
The package list is:
phablet-tools
goget-ubuntu-touch
These tools are used for:
provisioning devices
provisioning tests to devices
testing devices
running and creating ubuntu-touch emulator instances
obtaining the device specific repos for building the android layer.
The provisioning and testing tools are used from ci.ubuntu.com as well and are gated by the ci train so the impact is minimal as more testing than usual is applied to them.
These two tools are unseeded and should not affect the Ubuntu desktop or any flavour.
