Better error message when can't write to ~/.cache/ubuntuimages

When the SDK had previously been used for an aborted attempt to create an emulator, ~/.cache/ubuntuimages is owned by root. This causes latter attempts to create an emulator using the cli tool to fail with:

$ sudo ubuntu-emulator create test1
Creating "test1" from devel-proposed revision 207

A better error message should be provided.
