tpmtool is missing

I install package "gnutls-bin" in ubuntu 17.04 x64. The package is supposed to come with the command "tpmtool" but it does not exist:

Thanks for taking your time to report this issue and help making Ubuntu better.

I can confirm that the tpmtool binary is missing in this package. I did some research and it looks like it was built without tpm support. There's a request to enable this, but it doesn't seem to have gotten a reply since posted (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=790500).
