transitional package libgnutls28-dev cannot be removed unless libgnutls-dev provides it

Bug Description

Since the development package in Debian is still called libgnutls28-dev (opposed to Ubuntu), there are several packages that build-depend on libgnutls28-dev instead of libgnutls-dev. Therefore, libgnutls28-dev cannot be removed from Ubuntu 15.04, 15.10 and upcoming 16.04 although it is a transitional package. This is due to the package libgnutls-dev missing libgnutls28-dev in the list for 'Provides:' in debian/control. Could you please append libgnutls28-dev to this list.

It might be less painful to simply follow Debian and let libgnutls28-dev be a non-migration package and drop llibgnutls-dev.

that has been fixed in yakkety by following debian on not renaming the binary
