Bug Description
Binary package hint: gnupg2
On a fresh install, with no ~/.gnupg directory, gpg2 fails to create the configuration file with the default settings because it's looking in the wrong directory for the file 'gpg-conf.skel':
$ gpg2 --recv-key 16126D3A3E5C1192
