Since the documentation requires yelp to display properly, open a terminal and type:
sudo apt-get install yelp

Thank you for reporting this issue. Unfortunately, this is an issue in Lubuntu, not gnumeric. Lubuntu needs to insure that yelp is installed with gnumeric, for help to work correctly.
