Bug Description
A new version of fwupd-efi has been released, adding support for riscv64, as well as fixing some bugs. It requires gnu-efi 3.0.18. We'd like to ship these in noble release; presumably we are going to end up having to SRU them as well.
These are practically speaking syncs from Debian, going through the signing PPA for fwupd-efi.

As this is going to be staged on the PPA and copied; how about staging it "now" rather than waiting for the release manager?
This will allow at least testing it with secure boot turned off (using the unsigned binary).
