html thumbnails too small and black on high-dpi screen

Bug Description

On a high-dpi screen (with scaling factor 2.0), thumbnails of html files show as heavy black rectangle with only one quarter covered by the rendered html. This is visually disturbing and has little usefulness since the rendered html is too small to be distinguishable between files.

The size parameter results in a thumbnail of 2× the requested pixel width:
gnome-web-photo --mode=thumbnail -s 128 input.html output.png
