I have the same problem, but for me i think it is the locale with Swedish åäö characters that does not seem to work

The debian bug is informative https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=983917 and shows that it is fixed upstream (commit: https://salsa.debian.org/gnome-team/libgweather/-/commit/bacbf97c838abb33c18aceff09bb06d6df396329).

Does this need to get refiled against libgweather in order to get this issue fixed? I can confirm that building local libgweather_3.36.1-2~ubuntu20.04.1 packages with the four patches referenced in comment 6 eliminates this bug.
